This game is 99% complete! This game is missing the Illinois state card. This is a red state card and represents 26 votes. To play the game I "turned up" the first state card to start each game (Illinois was the card) and just played from there. The game played just fine using this method, but obviously not original, or complete. Please see the pictures for further details.
